South Asia Pro-Poor Livestock Policy Programme (SA PPLPP)
 
SA PPLPP is a unique livestock development programme that aims ‘to ensure that the interests of poor livestock keepers are reflected in national as well as international policies and programs affecting their livelihoods'. It endeavours to do so by a) creating spaces for and facilitating dialogue among the actors playing a direct and indirect role in the livestock sector of South Asia, and b) drawing from and using lessons from field experiences to influence livestock-related policies, programmatic and institutional changes towards the benefit of poor fe/male livestock keepers in the region. Identification of Good Practices (GPs) goes hand in hand with developing an understanding of pro-poor livestock development, building capacity in documentation and the use of simple tools to sensitize actors, build coalitions and influence policy formulation and implementation.

The SA PPLPP is a joint initiative of the National Dairy Development Board (NDDB) and Food and Agriculture Organisation (FAO). It is linked to the larger Pro Poor Livestock Policy Initiative (PPLPI) based at the FAO Headquarters in Rome . The establishment of a SA PPLPP is of common interest to both NDDB and FAO in their efforts to contribute to poverty reduction and strengthening the livelihoods of the rural households. It allows both organizations to draw on the respective comparative advantage of the other and to develop synergies to serve the common interest of contributing to the achievement of the Millennium Development Goals.

On the basis of following selection criteria, one Partnering Institution (PI) per country (presently Bangladesh , Bhutan and India ) has been appointed.

• The PI has an orientation in line with the vision of SA PPLPP,
• The capacity to prepare the ground for and facilitate changes, and,
• At least one of the staff members of the concerned PI has a senior position within the institution enabling him/her to influence within and beyond,
• The institution is well established, of repute, and has its own set of prescribed rules and regulations which govern it.

BAIF with its head office in Pune is the Partnering Institution of SA PPLPP from India . BAIF is a reputed Non-Government Organisation, active in the field of Natural Resource Management and with pronounced experiences in Livestock Development. BAIF, with over 40 years of its committed service to rural poor, has a mission “to create opportunities of gainful self-employment for the rural families, especially disadvantaged sections, ensuring sustainable livelihood, enriched environment, improved quality of life and good human values”. It is recognised for its professional management, quality, orientation and impact.  BAIF has successfully demonstrated and replicated several models for sustainable livelihoods through community mobilisation and technology transfer in Livestock development, Watershed development and land-based activities for the poor. Though BAIF activities are mainly focussed on rural communities particularly weaker sections of the society all over India , their teams are also active in applied research and studies as well as testing and introducing new technologies. Of late, a move towards multidisciplinary programmes for promoting sustainable livelihood has been successfully tested and is currently being up-scaled, while public–private partnerships have been formed.

BAIF has a large outreach through its 12 associate organisations across the country, benefitting over 3.0 million families spread over 47,000 villages in 12 states. It has a strong work force of over 3200 employees with several disciplines, in India including tribal, mountains and dry land areas.  BAIF is recognised by the Government of India, the Ministry of Rural Development, Ministry of Agriculture, Ministry of Tribal Development, Ministry of Science and Technology, who have recommended that the States learn from BAIF's experiences and develop programmes in association with BAIF.
